| It's been a long time since the government promised no more life-long job for officials. The citizens were encouraged to hear the news, but the reality is sometimes discouraging. The latest example is the party secretary of Pengshui in Sichuan who was removed from his post for illegally interfering in the judicial system by wilfulling detaining a teacher who simply sent a text message, but less than two months after his removal, he was promoted and appointed to lead the bureau of statistics of Chongqing municipality. Why could this happen when the government advocates the rule of law? Do you see this a normal rotation of local leaders? Thank you. [
