| Mr Prime Minister, why cannot your government, or the State Council, decree that all the farm land now contracted or leased to individual farmers, be permanently made the private property of the farmer households? only ensuring the ownership of their land, can China's farmers have ultimate say in dealing with their land, which legally cannot be used by local governments and developers.
